ELGIN – The Elgin Police Department reported on an incident that occurred on July 27, at around 1:05 p.m.
Officers were transporting 21-year-old Hugo R. Avila of Elgin, to the Kane County Sheriff’s Department on charges related to felony traffic offenses.
During the transportation, Avila managed to slip out of his handcuffs and was subsequently able to escape the transport vehicle while the officer behind the wheel was stopped in traffic, said Kane County Sheriff Ron Hain.
The incident occurred around the area of Randall Road and Route 64 in St. Charles.
Authorities checked several businesses along the corridor, though were not able to locate Avila.
At around 6:07 p.m. on July 27, the Elgin Police Department updated that they had entirely cleared the scene in St. Charles and are continuing to actively seek the subject through their ongoing investigation.
Kane County Court records revealed that Avila was charged with two counts of aggravated fleeing (disobeying traffic control devices and going over 21 miles per hour), not having a valid driver’s license and possession of drug paraphernalia.
Avila will now also have the added charge of felony escape from a peace officer.
This is not the first time Avila has stirred up controversy. Many commenters on the Elgin Police Department’s Facebook post regarding Avila, remember a prior incident that caused quite a scare at Elgin High School located at 1200 Maroon Drive.
Back in April 2015, Elgin High School had to go on a daylong lockdown for reports of a student bringing a gun to school.
ABC7 news stated at the time, that police officers were called at around 9:30 a.m. and later took a student into custody. However, officers did not find a gun on the student also stating no one was threatened or hurt.
The lockdown lasted until 1:30 p.m. that day, having finally ended following officers having cleared the scene after searching the entire school for the supposed gun. No weapon was found on the campus.
Former Elgin High School students have come forward to identify Avila as the student who had been taken into custody for the gun scare incident, all those years ago.
Authorities describe Avila as having black hair and brown eyes. He stands at approximately five feet eight inches and weighs about 125 pounds.
He was last seen wearing a white t-shirt and blue jeans. Avila was last seen fleeing from the Randall Road and Route 64 area in a northeast direction.
The Elgin Police Department is working with the Kane County Sheriff’s Department to locate Avila.
Both agencies urge that if an individual happens to observe Avila, to please call 911. Do not approach or make contact with him.
The Elgin Police Department will provide more updates as they become available.
