
Lake in the Hills village administrator leaving after 20 years of service
LAKE IN THE HILLS – Lake in the Hills (LITH) Village President Ray Bogdanowski announced that Village Administrator Fred Mullard has decided to leave village service, with his final day of employment being March 11.
Mullard has had a record of driving positive progress in the village throughout his 20 years of service. In addition, Mullard has worked to uphold and improve the quality of services offered by the village while serving in various roles and departments.
“Fred’s strong leadership, wise decision making, and breadth of experience will be missed,” said Bogdanowski. “The positive impacts he has made while serving our community for over two decades will endure, and we wish him the best going forward.”
Mullard was sworn in as the new village administrator on July 23, 2020. He had previously served as the community services director before the LITH Village Board appointed him to serve as the interim village administrator in June 2020.
“Mullard led the Village through the challenges brought about by the COVID-19 pandemic, while also navigating through significant changes in the leadership team. Despite this, he successfully prepared a balanced Fiscal Year 2022 Budget without a levy increase,” said a statement from LITH representatives.
In 2001, Mullard joined LITH as the deputy public works director and airport manager. He was later promoted to public works director in 2005 and held that position until 2018 when he became the first director of the newly created Community Services Division.
Mullard had previously represented LITH on the McHenry County Hazard Mitigation Plan Committee and the Public Transportation Advisory Committee, as well as formerly represented on the county’s Stormwater Technical Advisory Committee.
Before joining the Village of LITH, Mullard served 24 years in the U.S. Air Force as a civil engineering officer in various positions around the world.
“The Village looks forward to a smooth transition of leadership,” said Bogdanowski, who anticipates requesting the Village Board’s consent for the appointment of Shannon Andrews to the position of village administrator at the March 10 LITH Village Board meeting.
Andrews currently serves as the assistant village administrator and has over 15 years of municipal management experience.
A majority of her experience comes from serving the Village of LITH. Andrews holds a master’s degree in business administration and has previously served both the Village of Lakewood and the Village of North Barrington.
LITH village staff state that as part of the transition of leadership, they are currently soliciting applications for the assistant village administrator position.
“This role is a critical part of the development of the policies and practices necessary to keep the staff on the cutting edge of service to Village residents,” said LITH village representatives in a Jan. 28 statement.
