
Kane County Sheriff’s Office assists in arresting suspect who fled after causing a multi-vehicle accident
ST. CHARLES — At approximately 6:30 a.m. on Jan. 20, a Kane County Sheriff’s Office lieutenant attempted to stop a Silver Ford Escape after witnessing the driver committing traffic violations in the area of Randall and Crane Roads in St. Charles.
The Kane County Sheriff’s Office further explained that the suspect vehicle did not stop and continued to drive south on Randall Road and eventually turned east on Dean Street.
After proceeding on east Dean Street, the suspect lost control of his vehicle and struck two parked, unoccupied vehicles (a Nissan Rogue and a Chevrolet Aveo). That accident occurred on the east side of North 9th Street.
After being struck by the suspect’s Ford Escape, the Chevy Aveo ended up being pushed into the north lane of traffic.
The lieutenant’s patrol car was unable to stop to avoid the Chevy Aveo, which resulted in his patrol car colliding with that vehicle, causing extensive damage to his patrol car.
There were no injuries reported as a result of the accident, with the Kane County Sheriff’s Office also reassuring area residents that there are no safety concerns to the public.
The driver of the Ford Escape was able to flee the area on foot despite law enforcement having established a perimeter with K-9s and utilizing the assistance of the local drone team to pinpoint the direction of travel of the suspect.
At approximately 9:55 a.m., the St. Charles Police Department received information regarding a Black male subject that matched the description of the offender that fled the traffic stop.
The subject, later identified at 32-year-old Quenelle M. Franklin of the 1600 block of Mark Avenue in Elgin, had apparently locked himself inside of a Shell Gas Station bathroom located at the 300 block of West Main Street in St. Charles.
After having learned of Franklin’s location, the Kane County Sheriff’s Office and members of the St. Charles Police Department responded with a K-9 unit and announced their presence.
Franklin exited the bathroom and was taken into custody. He has been positively identified as the same individual that fled from the Kane County Sheriff’s Office Lieutenant earlier in the day.
Franklin has been charged with the following offenses:
Aggravated fleeing and eluding—driving over 21 miles per hour (MPH) over the posted speed limit, a Class 4 felony; Aggravated fleeing and eluding—causing over $300 in property damage, a Class 4 felony; Aggravated fleeing and eluding—disobeying two or more traffic control devices, a Class 4 felony; Speeding 35 MPH or more over the posted speed limit, a Class A felony; Disobeying traffic control signals; Failure to signal when turning; Failure to signal when changing lanes; and Improper lane usage.
Franklin is currently being held at the Kane County Adult Justice Center in St. Charles. His bond information is not available at the time of this reporting.
