David Johnson, Village Manager, reported that “On April 14, 2022, the Village Board adopted a resolution approving a development agreement for M/I Homes to develop the Fieldstone Subdivision, an ±82‐acres located at the northwest corner of Haligus Road and Dundee Road, with 173 single family homes.

According to Jay Hedges, Village Manager for the Village of Hampshire, “the members of the Hampshire Planning and Zoning commission voted 6 to 0 against two rezoning requests by Light Properties.”

One request for the rezoning was for property comprised of 38± acres, located on the north side of Higgins Road, west of US Hwy 20, and south of I-90 in Hampshire Township.

The Firestarters Group LLC, doing business as The Irie Cup has requested a grant in the amount of $9,274.32 to off-set some of the leasehold improvements at the 11805 Main Street location for their new store. The grant request was reviewed at the February 23 Village Board meeting.

According to Farrell, this resolution was the follow-up to a board directive of August 11, 2022, “for staff to include a Huntley-Dundee Road and Kreutzer Road RAB (roundabout) in the FY2023 Budget.”

In addition, the pair were also charged with the possession of a firearm with a revoked Firearm Owner Identification card (FOID) and the possession of ammunition without a FOID.

Hopp was released after posting 10% of his $400,000 bond and Breskovich was also released after posting 10% of her $150,000 bond.

Among the items approved for payment was $47,978 in first quarter Sales Tax rebates to Safeway, Inc. for the Jewel/Osco stores.

The payout of $120,404 to Martam Construction for their work on the Eakin Creek Sanitary Interceptor Sewer at the Jim Dhamer-Illinois Route 47 intersection was approved. This was the first payout on the progress of the project.

Charles Nordman, Village Director of Development Services, presented the VenturePark 47 proposal for the construction of a 729,600 square foot industrial building at the Northwest corner of Illinois Route 47 and Jim Dhamer Blvd.

A 729,600 square foot speculative warehouse and distribution building on the northwest corner of the 44-acre site has been presented to the Huntley Planning commission. The building will be constructed by Venture One Real Estate. It might be divided into two tenant spaces if a sole tenant is not found. No users of the building have been identified.

Charles Nordman, Huntley’s Director of Development Services, reported that “the development would have 3 entrances off Jim Dhamer Drive.

He described the location as “extending from the end of Reed Road southwest to the Chicago-Northwestern railroad tracks.”

David Johnson, the Village Manager, submitted an ordinance to the Village Board to modify the original approval after Billitteri Enterprise discovered that the existing building was not suitable for the planned added structure.

Nordman reported that “the proposed hotel would operate as a TownePlace Suites by Marriott, which is an extended-stay style hotel.” He continued, “the proposed developments would occupy the remaining land within the inner ring of Automall Drive.”

David Lynd, Lynd Living CEO, didn’t answer the question directly. He did say that “we told the property owners that we would not buy the property on the other side of Route 47.”

Lynd was asked why he was interested in the Regency Square property.

Armour continued, “the results of the assessment will be used to guide decisions and use of resources to grow the Village’s retail sector and to shape goals for the recruitment of new retail businesses.”

Barb Read, Village Special Events Manager, presented a resolution “designating the Village Sponsored Special Events area as a Designated Outdoor Refreshment Area.” This allows for the consumption of alcoholic beverages in the town square, but only during village sponsored events.

DORA would allow outdoor alcohol during the seven Concerts in the Square, two Ladies Night Outs, three First Fridays on the Square, the September 10 Hootenanny Glow 5k, and the Very Merry Huntley on December 3.

Regency Square is the 45-acre property bordered on the north by Charles Sass Parkway (formerly Kreutzer Road) on the east by Princeton Drive and the Deerpath Supportive Living facility on the south.

According to Armour, “the proposed ten building area will have retail shops that might offer seasonal merchandise.”

Charles Nordman, of the Village offices, said that the “Lighthouse Academy will require a Special Use Permit for a childcare center and that the two-acre lot would have 70 parking spaces.”

According to the plans submitted by the academy, the main floor of the building will have 12 classrooms, office and kitchen space.

According to a village press release, the purpose of the January 20 open house was to “present the transportation needs, a description of the proposed improvements, and solicit input from the public.”

The release was an open invitation for “all persons interested in the project” to attend the open house meeting “concerning the Phase 1 study for the improvement of Kreutzer Road.”

The approximately 1.5-mile section of Kreutzer Road from the traffic signal at the north entrance to Walmart to Haligus Road will be widened to three 12-foot traffic lanes plus a proposed 16-foot-wide multi-use path for pedestrian and bike use.
